First Plot Sold at the First Auction in EPC Trnovlje – South

As part of the EPC Trnovlje – South project, where the Municipality of Celje is developing new road and municipal infrastructure, the first auction for the sale of available business plots was conducted. Two plots located along the newly built connecting roads were offered for sale.

Auction Results
The auction was partially successful:

A 4,371 m² plot near Road E was sold for €360,215.22, with the starting price set €90,000 lower.
The buyer, a small Celje-based company, is subject to 22% VAT, bringing the final purchase price to €439,462.57.
The contract signing is currently in progress.
For the 26,695 m² plot near Road A, no deposits were submitted, so that part of the auction was deemed unsuccessful. The municipality will now assess market demand and may offer the land in smaller sections for future sales.

Investment Conditions for Buyers
Eligible buyers included micro, small, and medium-sized enterprises (SMEs). The purchaser must start business activities within three years of the project's completion, no later than the end of 2027.

Additionally, specific restrictions apply:

Businesses cannot engage in activities that harm climate change mitigation efforts.
Investments must align with the circular economy transition.
Activities must not generate long-term non-removable waste.
The property cannot be resold for five years.
Financial Incentives for Investors
Investors who purchase land and begin constructing a business facility will be eligible to apply for non-repayable funds through a public call for co-financing economic development measures in the Municipality of Celje. This call is expected to be published in September 2024.

Project Funding Overview
The Municipality of Celje has secured up to €1.1 million in non-repayable EU funds for the EPC Trnovlje – South project through the Recovery and Resilience Plan (RRP). The total project value is approximately €1.8 million.
